Clarity has been trading in PRNs since our business was established in 2002. We offer a variety of ways to procure packaging recycling and recovery evidence, helping UK businesses to meet their PRN obligations under the Producer Responsibility (Packaging Waste) Regulations.
Under the Packaging Waste Regulations, businesses that handle packaging must finance the recovery and recycling of packaging materials in proportion to the amount they have placed on the market. PRNs stand for Packaging Recovery Notes. They are certificates of evidence that prove a tonne of packaging waste has been recovered and reprocessed or exported, and act as a substitute for businesses meeting their obligation through their own recycling efforts.
Any business that makes, fills or sells packaging is required to register under the Packaging Waste (Producer Responsibility) Regulations 2007. Your business is obligated to buy packaging recovery notes if it has:
– Handled more than 50 tonnes of packaging in the last year
– Has a turnover of more than £2 million
The regulations impose a cost onto those businesses to ensure that the UK continues to increase the amount of packaging waste that is collected and recycled.

Accredited reprocessors or exporters generate packaging recovery notes and packaging export recovery notes by recycling or recovering waste discarded by UK businesses and households. The new product or material that has been made from reprocessed waste must be of beneficial use and require no further processing, this excludes the end of waste test.
